NEC published secondary Option X29 Climate Change in July 2022 for all NEC4 main and main subcontract forms. It is designed to help NEC users in their drive towards achieving net zero greenhouse gas emissions and other related climate change and biodiversity targets.
The secondary Option is available as a free download from the NEC website and is accompanied by a set of guidance notes.
The Option enables clients to state their climate change requirements in the scope and provides a new climate change plan for contractors to set out their strategy for achieving the requirements.
X29 also introduces the possibility of using a performance table, in those contracts that do not already contain one, enabling clients to set financial incentives to encourage contractors to achieve the stated performance targets. The overall aim is to help both parties reduce the impact of the works, service, or supply on climate change. For more information on how the performance table works, read this article written by Richard Patterson and Alec Kowalski, Mott MocDonald, which explains how X29 enables clients to set specific climate-change targets in a new ‘Performance Table’.

To further support users in the adoption of secondary Option X29, NEC has created a working group with the aim of capturing, developing, and disseminating best practice examples of climate change requirements and performance targets and measures.
The group takes place in a virtual format and meet on a semi-regular basis online. The group is open to anyone but there is an expectation that members will be able to develop and share examples of best practice which will then be made available without cost to wider NEC users.
NEC is seeking volunteers to be part of this working group and asks that any interested parties contact us to register their interest via the following email address: francesco.salau@neccontract.com.
