The Government Construction Board, Cabinet Office, UK
The Government Construction Board (formerly Construction Clients' Board) recommends that public sector organisations use the NEC contracts and in particular the NEC4 contracts where appropriate, when procuring construction. Standardising use of this comprehensive suite of contracts should help to deliver efficiencies across the public sector and promote behaviours in line with the principles of the Government Construction Strategy.
The Development Bureau, HKSAR Government
The Development Bureau recommends the progressive transition from NEC3 to NEC4 in public works projects in Hong Kong.
The increasing use of NEC in public works contracts in Hong Kong together with its use by the wider construction industry has established the need for NEC contract documents tailored to suit usage in Hong Kong. Based on the NEC4 Engineering and Construction Contract (ECC), the NEC ECC Hong Kong Edition has been drafted by the NEC with the Hong Kong Development Bureau.
Crown Commercial Service
Crown Commercial Services used the NEC4 FM Contract as their new FM Model Contract and welcomed the ‘NEC for FM’ initiative between BIFM and NEC to provide guidance and support good practice in FM public sector procurement.
The International Organization For Standardization
The International Organization for Standardization recommends NEC3 for fair and transparent procurement of works, services and supply.
The Construction Playbook
The Construction Playbook was published by the UK Cabinet Office in 2020 and is updated annually. The guide identifies 14 key policies for sourcing and contracting public works projects and programmes. NEC and its users played a key role in this refresh, supporting different workstreams and contributing to newly published guidance notes. NEC is a recommended standard contract suite for use on construction projects.
The South African Construction Industry Development Board
The South African Construction Industry Development Board recommends NEC3 for use in South Africa.
